On the campaign trail, Trump pushed universal import duties applied to every country *and* every imported good

Now, Trump aides are still preparing universal tariffs -- in that they'll hit every country -- but NOT on every import

Instead, these tariffs would "only" fall on critical imports - stuff critical for national defense, health care, energy production etc

Idea is universal tariffs would prevent circumvention problem of shipping imports via 3rd countries -- but the narrower list limits price shocks inherent in hitting *every* import
